Economy & Culture Scrutiny Committee. Scrutiny committees question decisions and can recommend changes. They don't make the decision.
Review of the leisure services contract with GLL
The Committee agreed that the Chairperson will write to the Cabinet Member with the Committee's observations on the way forward. The minute does not record a decision on the report itself.
Cabinet. The Cabinet makes most of the council's decisions.
Review of the GLL leisure services contract
The Cabinet noted the contract review of GLL. It gave approval in principle to a relief payment to GLL to help with rising energy costs this financial year, capped as set out in a confidential appendix, and delegated authority to the Section 151 Officer to authorise payments. It gave approval in principle for GLL to buy energy directly or through the Crown Commercial Service, a central government buying body. It also gave approval in principle to upgrade energy systems at each leisure centre, subject to a Full Business Case returning to Cabinet, and to the approach for the future of Pentwyn Leisure Centre, with a full business case to follow.
Items are linked when their titles share most of their words and they fall within 18 months of each other. Councils don't number reports across meetings, so a few links may be wrong, and a step may be missing if its title changed a lot. Each step links to the meeting, where the council's own papers are.
