Economy & Culture Scrutiny Committee. Scrutiny committees question decisions and can recommend changes. They don't make the decision.
Indoor Arena funding strategy (pre-decision scrutiny)
The committee agreed that the Chairperson will write to the Cabinet Member, on the committee's behalf, with its observations on the way forward. The committee also resolved to exclude the public for part of the item, because it discussed exempt information, which is confidential information the law allows councils to keep private. Two members asked for their opposition to the funding strategy to be recorded.

Indoor Arena funding strategy
Cabinet approved the Indoor Arena funding strategy set out in the report and in confidential Appendix 2. It authorised entry into and signing of the Development and Funding Agreement (DFA) approved in July 2023, with any necessary amendments, subject to consultation with the S151 officer (the council's senior finance officer) and legal officers. It noted that treasury management activities are delegated to the S151 officer, with the strategy reviewed annually and after the project.
Items are linked when their titles share most of their words and they fall within 18 months of each other. Councils don't number reports across meetings, so a few links may be wrong, and a step may be missing if its title changed a lot. Each step links to the meeting, where the council's own papers are.
