It approved the preferred operator for the new Velodrome and asked for a Full Business Case for the whole leisure destination. It approved the preferred operator for the Ice Arena, including a family attraction, and delegated authority to conclude legal and commercial terms. It noted the Strategic Outline Case for the Energy Strategy and approved work on an Outline Business Case. It approved in principle a single management organisation for the leisure destination, and work on an Outline Business Case for it. It approved an Outline Business Case on delivery options for a proposed multi-storey car park, with agreement in principle to a charging regime. It approved budget spending for the business cases and any planning applications.

International Sports Village: full business case and land disposals
Cabinet approved the disposal (sale) of the residential and commercial plots set out in the report, in line with the legal report, the independent valuers' advice and the proposals in the confidential appendix. It delegated authority to the Director of Economic Development, after consulting the Cabinet Member for Investment & Development, the Section 151 Officer and the Legal Officer, to conclude the legal agreements. Cabinet noted the 'lift and shift' obligation in the confidential appendix, and that a Full Business Case for long-term car parking will return to Cabinet before the developer takes the first piece of land. It authorised soft market testing (informal early sounding of the market) to inform an Outline Business Case for the energy strategy, to come back to a future Cabinet meeting.
Items are linked when their titles share most of their words and they fall within 18 months of each other. Councils don't number reports across meetings, so a few links may be wrong, and a step may be missing if its title changed a lot. Each step links to the meeting, where the council's own papers are.
