Healthier Communities Overview and Scrutiny Committee. Scrutiny committees question decisions and can recommend changes. They don't make the decision.
Foster care allowances and Council Tax relief
The Committee agreed to support the proposals in principle, so they can go to Cabinet. Cabinet would be asked to approve a rise in the average allowance from £290 to £560 a week, from 1 October 2026, and full Council Tax relief for eligible Ceredigion foster carers from 1 April 2027. Cabinet would also be asked to note the financial modelling. The Committee asked for an update in 12 months. If the estimated gross cost rises above £850,000, the report would come back to the Committee.

Foster carer allowances and council tax relief
Cabinet approved new discretionary weekly allowances for foster carers registered with Ceredigion, paid from 4 October 2026. These are £331 for children under five, £352 for ages five to under 16, and £300 for ages 16 to under 18. Together with the basic Welsh Government allowance, the total is £560 a week for each child under 18. One-off allowances are unchanged. Cabinet supported in principle 100% council tax relief for these carers from 1 April 2027. This will be considered again in the 2027/28 budget. It noted the scrutiny committee's feedback.
Items are linked when their titles share most of their words and they fall within 18 months of each other. Councils don't number reports across meetings, so a few links may be wrong, and a step may be missing if its title changed a lot. Each step links to the meeting, where the council's own papers are.
