Cabinet approved its Forward Work Programme. It also approved an extended and varied Dog Control Public Space Protection Order, approved a six-week consultation on revised guidance for a Local List of buildings and structures of local importance, and endorsed the direction of travel for the Play Sufficiency Action Plan.
The Planning Committee met on 14 October 2026 to consider six planning applications, from a car park extension to a padel tennis centre. The minutes record decisions on five: members agreed that they are minded to grant permission in each case, and in one case they asked that future detailed plans come back to the committee. For the Glan Conwy housing scheme, the minute records only members' support and no decision.
The committee considered two annual reports: the Corporate Safeguarding Board Annual Report 2025/2026 and the Corporate Parenting Annual Report 2025-2026. Members noted both reports, and endorsed continued delivery of the Corporate Parenting Strategy. They also approved the committee's Forward Work Programme and the combined programme.
Cabinet met on 6 October 2026. It approved closing Ysgol Betws y Coed and Ysgol Ysbyty Ifan from 31 August 2027 after considering objections, and agreed home to school transport for pupils of each school until they finish primary school. It approved a generative AI policy and a revised Maternity and New Child Policy, and deferred a proposal to consult on changing the language category of Ysgol Babanod Llanfairfechan.
On 5 October 2026 the Finance and Resources Overview and Scrutiny Committee considered three reports: the annual scrutiny report for 2025/2026, a quarterly dashboard of the council's major programmes and projects, and a new policy on generative AI. It recommended that Council approve the annual scrutiny report and review how scrutiny topics are chosen. It recommended that Cabinet approve the AI policy. The Committee noted the dashboard and approved its forward work programme.
The Council met on 24 September 2026 and considered seven substantive items. It chose not to support a motion on community defibrillators and referred a motion on council tax reductions for people with a terminal illness to scrutiny, while asking Welsh Government to act. It also appointed a Standards Committee member, approved changes to the religious education advisory council, approved the allocation of committee seats, and deferred a decision on a visitor levy.
The committee considered a petition from Councillor Harry Saville, which asks the Council to reverse its decision to move Llandudno Library to Venue Cymru. The committee made no recommendations to Cabinet on the petition. The Monitoring Officer will send a written reply to the lead petitioner within 15 working days.
The committee considered a proposal to start a public consultation on changing Ysgol Babanod Llanfairfechan from a T2 (dual language) school to a C3 (Welsh-medium) school. The committee recommended that Cabinet approve the consultation, and Cabinet will decide on 6 October 2026.
