Scrutiny self-assessment and review of scrutiny arrangements
Council noted the minutes of the Democratic Services Committee of 9 September 2024. It approved the committee's three recommendations on scrutiny, which is the process by which councillors check the work of the Cabinet and council services. A formal review of scrutiny will wait for feedback from a Welsh Government conference in autumn 2024. Meanwhile, existing good practice will be shared across the four scrutiny committees. If that conference does not take place by November 2024, a formal review will be considered so that changes can be made by 2025/2026.

Panel Performance Assessment arrangements
The Council agreed that the Executive (the Cabinet) should make the detailed arrangements for the Panel Performance Assessment, for stages 1.i, 1.ii and 3.ii. It also agreed that the Constitution should be changed to reflect this.
