Finance and Resources Overview and Scrutiny Committee. Scrutiny committees question decisions and can recommend changes. They don't make the decision.
Programme and Project Management Framework: annual review
The committee recommended to Cabinet that Members be able to see programme and project board meetings, agendas and minutes, and that a Local Member or a backbench councillor sit on each board. It also recommended that the framework be reviewed in October 2026, that the updated framework be approved subject to these changes, and that the Conwy Opportunities Board be closed.
Cabinet. The Cabinet makes most of the council's decisions.
Programme and Project Management Framework: annual review
Cabinet approved Conwy's updated Programme and Project Management Framework, with the amendments it agreed. Members will be able to view Programme and Project Board meetings, which oversee major council programmes and projects, and request access to their agendas and minutes. Local Ward Members will be offered membership of any board that is based on a ward, and the framework will be reviewed in October 2026. Cabinet also approved closing the Conwy Opportunities Board and replacing it with existing governance arrangements and a new dashboard reporting system.
Items are linked when their titles share most of their words and they fall within 18 months of each other. Councils don't number reports across meetings, so a few links may be wrong, and a step may be missing if its title changed a lot. Each step links to the meeting, where the council's own papers are.
