Economy and Place Overview and Scrutiny Committee. Scrutiny committees question decisions and can recommend changes. They don't make the decision.
Affordable housing framework for the Replacement Local Development Plan
The committee recommended that Cabinet approve the Affordable Housing Framework and its evidence base, so the plan can move to its Deposit stage. It recommended that Cabinet confirm 1,500 as a minimum affordable housing target, and note that the framework is likely to lead to higher delivery. It also recommended that the planning policy and housing strategy services work together, that Registered Social Landlords help deliver sites in towns and on exception sites, and that the planning obligations approach for affordable housing be reviewed. Finally, it recommended delegated authority (power for an officer to act without a further meeting) for the Head of Regulatory Services to make minor changes to the appendices, after consulting the Cabinet Member for Audit, Policy and Performance.

Replacement Local Development Plan: Affordable Housing Framework
Cabinet approved the Affordable Housing Framework and its evidence papers for the next stage of the plan, and confirmed a minimum target of 1,500 affordable homes. It agreed further work to link planning and housing grants, to review planning obligations on affordable housing developments, and to deliver windfall sites (sites that come forward without being allocated in the plan) with registered social landlords (housing associations). It gave delegated authority to the Head of Regulatory Services, after consulting the Cabinet Member, to make minor changes to the appendices.
Items are linked when their titles share most of their words and they fall within 18 months of each other. Councils don't number reports across meetings, so a few links may be wrong, and a step may be missing if its title changed a lot. Each step links to the meeting, where the council's own papers are.
