Members said they were minded to grant conditional planning permission, subject to a Section 106 agreement (a legal deal with the developer) securing affordable housing and waste obligations. If that agreement is not resolved within 12 weeks, or any longer period the manager allows, permission is to be refused. The Development and Building Control Manager may then issue the decision under delegated powers.
