The Harbour Master presented a report on the developments and operations of Conwy Harbour and highlighted key points from the report. In considering the report, Members made reference to the following: · Praise for the excellent work and quick response of the Harbour Team for assisting in the removal of boats from the outer pontoon, as a result of storm Lilian forecast for the following day. · The need to replace the pontoons as many were beyond their design lifespan, together with the need for mitigation for any shackles that may fail. In response, the Harbour Master advised that shackles were certified and inspected annually, however on rare occasions, the manufacturing process did fail. In terms of the pontoons, the Authority was already aware that the pontoon system, together with other seaboard infrastructure across the County were in need of repair or replacement, however rising costs and the current financial pressures facing the Authority had resulted in no capital funding being available. Any repairs going forward would need to be funded by the revenue budget. Increasing harbour charges to assist was an option, but one that was not supported by Members. As a consequence, Members supported a recommendation to Cabinet that, they be advised of the state of the pontoons and moorings, their vulnerability and need for repair/replacement and consider supporting a capital business case for their replacement. · Wi-Fi installation under the SMART town initiative and/or the introduction of 5G, similar to the Wi-Fi scheme in Llandudno, was welcomed. · The Island Reach, a former naval supply ship, refurbished into a ship to assist with medical needs, had set sale to Madagascar. On behalf of the volunteers and YWAM Ships, thanks was extended to the Harbour Team for their help and support with the vessel over the past 3 years. · Conwy Yacht Club thanked the Assistant Harbour Master for his assistance when a yacht ran aground near West Shore. RESOLVED- That the update report on the Conwy Harbour operations and developments be noted. RECOMMENDATION TO CABINET:- That Cabinet be advised of the condition of the pontoons and moorings, their vulnerability and need for repair/replacement and consider supporting a Capital Business Case for the works.
