Michael Bool (Agent) spoke in favour of the application. An addendum to the report was presented, highlighting the following: · An additional letter of objection had been received from Gloddaeth Ltd raising concerns as the development lay within the Llandudno-Cragiside Green Wedge. · The Council’s Planning Policy Teamhad advised that it appeared that some encroachment was proposed into the existing green wedge, however considering it was predominantly soft landscaping the openness of the green wedge remained largely unaffected. · In relation to the above, the applicant had provided title plans and stated that the planning drawings showed the original field boundary as land in Council ownership, which was the same as the boundary of the green wedge, and there was no building proposed in the additional land leased from Gloddaeth Ltd and the green wedge. · The applicant had undertaken a full site inspection? in November 2022 to look at areas of potential expansion for the school building in order to reduce the requirement for temporary accommodation. Members supported the amended recommendation outlined in the addendum as the development impinged on the green wedge by only one metre and was in line with landscaping policy. Ysgol y Gogarth was the only special school in the County Borough and the development would provide improved facilities for pupils and play areas would be reinstated following the removal of mobile classrooms. Gary Fernandes (Station Manager – National Coastwatch Institution) spoke in favour of the application. An addendum to the report was presented, highlighting the following: · Regarding flood risk, Natural Resources Wales (NRW) advised that the submitted Flood Consequence Assessment (FCA) demonstrated that the flood risks and consequences of the development could be managed to an acceptable level. · Officers considered that the benefit of the development to contribute to the effective operation of the coastguard network was an exceptional circumstance that would outweigh any harm the development would cause to the open character of the designated coastal zone, green wedge and special landscape area. Members were supportive of the application and acknowledged it was a much needed facility. RESOLVED- (a) That the Planning Committee be minded to grant conditional planning permission. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
