(Local Review) The following was discussed: Financial Sustainability in Conwy and local government • Audit Wales confirmed that the local report considered issues and risks faced by Conwy County Borough Council (CCBC) whilst the national report considered issues for the sector as a whole. • Councils were encouraged to plan for future budgets, funding gaps and long term sustainability. • In response to a suggestion that CCBC could overestimate some costs within the budget in order to provide resilience, build reserves and assist with transformation, Audit Wales advised that this had not formed part of this audit but could be considered in future. • A suggestion that financial stress testing be considered. • The Strategic Director – Finance and Resources confirmed that the final local report was received in November, 2024 and was presented to the Finance and Resources Overview and Scrutiny Committee in February 2025, together with the national report. • The Chartered Institute of Public Finance and Accountancy (CIPFA) had provided a presentation to Members and engagement had taken place over the last 12 months in respect of financial challenges. • There was significant demand within statutory services and an increase in areas such as mental health, social care and children looked after which was contributing significantly to budgetary pressures. • It was suggested that managing Council budgets in Wales may be easier than in England due to there being no cap on council tax. Decision as recorded
RESOLVED: That the current position and work being undertaken to manage the 2024/2025 budget effectively and to set a balanced budget for 2025/2026 and the medium term be noted.
The Strategic Director – Finance and Resources provided Members with a financial update, which provided information on the current financial position and outlook for the Council. The following was discussed: • A suggestion that the budget should include an allocation to build reserves along with a contingency for bad weather and possible national insurance contributions. • Whilst a 10.26% council tax increase assumption had been indicated by the Welsh Government, funding was unhypothecated and it was up to individual Councils to set their own level of council tax. - If the level of council tax was too high then it was likely that non-payment would increase. • Benchmarking in respect of fees and charges was taking place. • It was acknowledged that stronger links were required between the revenue budget and the capital programme. - WG had funded capital projects through the settlement by providing money to finance borrowing costs, which would need to be considered when benchmarking costs. • Whilst Members were more aware of the financial position than they had been previously, additional workshops could be considered. • Providing a medium term council tax forecast would be difficult due to the Council receiving an annual settlement. RESOLVED: That the current position and work being undertaken to manage the 2024/2025 budget effectively and to set a balanced budget for 2025/2026 and the medium term be noted.
