The Planning Committee considered three planning applications, all under agenda item 5. Members were minded to refuse one application for 13 homes on Cadnant Park, Conwy. They were minded to grant the other two: a 12-month trial dog exercise field at Bryn Rodyn, Old Colwyn, and changes at Colwyn Bay Football Club. 'Minded to' means the committee's view. The Development and Building Control Manager makes the formal decision under delegated powers (powers given to officers to decide without a committee vote).
An apology for absence was received from Councillor Austin Roberts.

Decision as recorded
RESOLVED: (a) That the Planning Committee be minded to refuse planning permission. (b) That the Development and Building Control Manager be authorised to determine the application under delegation, subject to further consultation on the amended drainage proposal and revised drainage and landscape plans.
Further to a site inspection, Mrs Mary Edwards, representing a number of objectors, spoke against the application and Mr Sion Roberts (Agent) spoke in favour. An addendum to the report was presented, highlighting the following: • Corrections to the Committee report. • The receipt of additional consultee responses, to include a further three neighbour representations • The receipt of additional information from the Planning Agent • Comments from officers in relation to drainage, highway safety and landscape Officers advised that whilst concerns relating to surface water drainage, the provision of an appropriate drainage strategy and highway safety matters, specifically the visibility splays could be resolved and would therefore not constitute separate reasons for refusal, there remained significant outstanding issues. In addition, Members were advised that the proposal, due to its layout, scale, built form, design and loss of existing established landscaping, would cause significant harm to the character and appearance of the area and therefore remained contrary to Policy DP/3 of the Conwy Local Development Plan (LDP). Also, as the development still failed to include sufficient affordable housing provision the development was also contrary to Policy HOU/2. As a result of the late submission of revised drainage proposals, a revised recommendation to that within the Committee report was presented. In considering the application, Members made reference to the following: • Access safety, topography and risk to neighbouring properties • Visual impact • Non-compliance with relevant policies RESOLVED: (a) That the Planning Committee be minded to refuse planning permission. (b) That the Development and Building Control Manager be authorised to determine the application under delegation, subject to further consultation on the amended drainage proposal and revised drainage and landscape plans.

(b) That the Development and Building Control Manager be authorised to determine the application under delegation.
Further to a site inspection, Mr Jack Lally (Agent) spoke in favour of the application and one of the Local Ward Members for Eirias, Councillor Gail Jones, spoke against the application. An addendum to the report was presented, indicating that the applicant had confirmed that he would be willing to accept a condition requiring the height of the proposed boundary fence be raised from 1.2meters to 1.8 meters. In considering the application, Members made reference to the following: • Appropriate duration for trial use • Noise impact • The need for clear site management rules and signage to be displayed • The need for hedgerow planting to the North (minimum of 2 meters in height) RESOLVED: (a) That the Planning Committee be minded to grant conditional planning permission, subject to conditions in relation to the granting of a temporary permission to restrict the duration of the use to a period of 12 months, the establishment and maintenance of a hedgerow (minimum of 2 meters in height) and the erection of signage on site to advise the public on who to contact in the event of any complaints. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
The minutes record no declarations of interest.
Lists the council's current councillors only. Co-opted members, officers and former councillors aren't shown.
