At its meeting on 11 February 2026, the Planning Committee considered fourteen planning applications and related consents. For most, Members resolved to be minded to grant permission with conditions, and a council officer will make the final decision under delegated powers. The main items were a replacement care home at Priory Grange, Rhos on Sea, and two linked applications to change the Dolwen Road estate in Old Colwyn, which Members supported subject to a legal agreement being varied.

RESOLVED: (a) That the Planning Committee be minded to grant conditional planning permission, subject to improvements to the path within the timescale, and subject to a variation to the Section 106 agreement dated 11 May 2015, to ensure that the obligations included in that agreement remained in force. (b) That, in the event that the variation to the Section 106 agreement was not completed within three months of the date of the Committee resolution (or such longer period as may be agreed by the Development and Building Control Manager), that planning permission be refused. (c) That the Development and Building Control Manager be authorised to determine the application under delegation.
Dave Beardmore spoke against the application and Councillor Gail Jones spoke as a ward member for Eirias. The application was subject to a site visit by Members prior to Committee. An addendum was provided, highlighting corrections to paragraphs 4, 12 and 14 of the Committee report, stating that the retaining wall had been constructed of Kriblock rather than Timberlock and was constructed of precast concreate components. Concern was raised during discussions surrounding the condition of the land and whether it was fit for housing. The condition of the path was also raised, noting that it is in a poor state of repair. Due to the need to resolve outstanding site issues and that the difference with the material used for the wall was not a planning justification to refuse on that basis, Members were supportive of the application. The application was subject to a site visit by Members prior to Committee. An addendum to the report was presented, highlighting updates in respect of a response from the Local Authority’s Tree Officer, receipt of further public representations and additional updates from Planning Officers relating to landscape, visual amenity, nature conservation and green infrastructure. The Officers’ initial objection regarding tree impact was withdrawn due to the response by the Authority’s Tree Officer. Officers did not consider the details shown on the amended proposed site plan and the chemical waste tank and screen details plan of such significant difference to the initial submission that would require a re-publicity exercise prior to the determination of the application.
