The Planning Committee considered six planning applications on 16 September 2026, covering a car park, sports club buildings and a change of use to a bar. Members were minded to grant five of them, but the Llanfairfechan car park application will return to the next meeting because that view was contrary to officers' advice. Members deferred the Penmaenmawr football club application so that a corrected proposal can be submitted.
Apologies for absence were received from Councillors Chris Cater, Andrew Wood, Gwennol Ellis and Alan Davies.

Conwy County Borough Council’s Head of Neighbourhood Services spoke in favour of the application. An addendum to the report was presented, highlighting the following: • The Ecologist advised that adherence to appropriate construction and pollution control measures would minimise risks to nearby protected Natura sites and prevent any significant environmental impact from the proposed works. • The applicant has submitted a Construction Method Statement and further comments from the Ecologist are awaited. Members discussed the proposal and considered the flood risk implications of the site, noting its location between two flood management areas. Members noted that the proposed development was small in scale, located on a porous surface within an existing car park, and considered that the application could be determined contrary to the advice contained within TAN 15. RECOMMENDATION: (A) That the Planning Committee be minded to grant conditional planning permission subject to the satisfactory comments from the Ecologist. (B) That, in accordance with approved procedure, the application be referred back to the next meeting of the Planning Committee for further consideration, as the resolution was contrary to the officers’ recommendation.
The Principal Planning Officer presented a verbal update reporting that SuDS (Sustainable Drainage Systems) Approval Body (SAB) Officers were satisfied that the proposed development could be supported by an appropriate surface water drainage strategy for planning purposes. It was noted that the detailed drainage proposals would be considered through the statutory SAB application process. Members were supportive of the application and highlighted the importance of supporting sports clubs to encourage participation and promote sporting opportunities within the community. RECOMMENDATION: A) That the Planning Committee be minded to grant conditional planning permission. B) That the Development and Building Control Manager be authorised to determine the application under delegation.
Members were informed that one objection had been received raising concerns regarding noise and disturbance from existing activities, the use of amplified music and loudspeaker systems, and road safety issues arising from vehicles leaving the site at excessive speed. The Development and Building Control Manager reported that an inaccuracy had been identified in the implementation of a previous planning consent and, following advice from the Monitoring Officer, recommended that consideration of the application be deferred to allow the submission of a corrected proposal. RECOMMENDATION: That the Planning Committee be minded to defer determination of the application.
An addendum to the report was presented, highlighting the following: • A Conwy County Borough Council Tree Officer recommended that, should planning permission be granted, pre-commencement conditions be imposed requiring the submission of a tree survey, tree constraints plan and tree protection measures for the approval of the Local Planning Authority. • It was also recommended that the implementation and maintenance of approved tree protection measures, including restrictions on works within the Construction Exclusion Zone, for the duration of the development. Members welcomed the proposed development and recognised the benefits of supporting the growth of sporting facilities and participation opportunities. RECOMMENDATION: A) That the Planning Committee be minded to grant planning permission. B) That the Development and Building Control Manager be authorised to determine the application under delegation.

An addendum to the report was presented, highlighting the following: • The Public Protection Service recommended that, should planning permission be granted, a condition be imposed restricting the use of the external seating area after 10.00pm, with all tables and chairs removed at that time. • It was also recommended that there be a condition prohibiting the installation of external speakers for the playing of recorded music. Concerns were raised regarding the potential impact of the proposal on neighbouring residential properties, particularly the adjoining flats, and suggestions were made for conditions to mitigate any adverse effects. Suggested measures included restrictions on the hours of use of the external seating area, prohibiting music and entertainment outdoors, the preparation of a noise and management plan, controls on delivery times, and measures to minimise noise associated with furniture movement and commercial activities. Officers confirmed that the suggested conditions would be reviewed in detail but emphasised that any planning conditions would need to comply with the relevant planning tests and guidance. Members were advised that some of the matters raised fell within the remit of the licensing process and may be more appropriately addressed through any future premises licence application. Officers indicated that a condition requiring a noise and management plan could be considered and that restrictions on opening and closing hours may also be appropriate. It was noted that certain matters, including the behaviour of customers outside the premises, staff management of patrons, and some aspects of waste collection and deliveries, may be difficult to control through the planning process. Officers advised that any proposed conditions would need to be proportionate and take account of the presence of other commercial premises in the area which may not be subject to similar restrictions. RECOMMENDATION: A) That the Planning Committee be minded to grant conditional planning permission. B) That the Development and Building Control Manager be authorised to determine the application under delegation.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
