RESOLVED: That the proposed amendments to the Disclosure and Barring Service (DBS) and Criminal Convictions Policy, as detailed in Appendix A, be adopted.
The Principal Trading Standards and Licensing Officer presented a report informing Members of the review of the policy and guidelines regarding the Disclosure Barring Service and Criminal Conviction Policy for the issuing of hackney carriage and/or private hire driver licences. Reference was made to the update on the DBS Update Service where it was noted that drivers were required to remain subscribed throughout the duration of their licence. In addition, Members were advised that a policy review was undertaken every two years and had been updated to align with Welsh Government guidance. Members reviewed the proposed amendments (Appendix A of the Committee report) and made the following observations: • Minor drafting amendments were highlighted, including duplicated wording. • Clarification was sought in terms of reference to suspensions. • It was acknowledged that the responsibility for maintaining DBS Update Service subscriptions rested with applicants and drivers. • It was confirmed that DBS requirements applied to licensed drivers rather than vehicles, and that only licensed drivers could legally drive licensed hackney carriage vehicles. RESOLVED: That the proposed amendments to the Disclosure and Barring Service (DBS) and Criminal Convictions Policy, as detailed in Appendix A, be adopted.

Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
