RESOLVED- To approve proceeding to the next stage of the statutory process by issuing a Statutory Notice, in respect of the proposed closure of Ysgol Ysbyty Ifan.
The Cabinet Member for Education presented a report on the Proposed Closure of Ysgol Ysbyty Ifan. The Education and Skills Overview and Scrutiny Committee considered the report on 2 June 2026 and requested that the proposed closure process for Ysgol Ysbyty Ifan should not proceed. Discussion ensued as follows:- · Members discussed the educational benefits of larger classes, including pupils being taught with others of the same age and better preparation for transition to secondary school. · Concerns were raised about the potential loss of the small school environment, including direct access to outdoor learning, the close-knit community, one-to-one support, and the school’s wider role within the village. · The financial position was discussed, including the high cost per pupil, the fixed operating costs associated with small schools, and the need to ensure equity of resources for all learners across the County. · It was noted that Ysgol Ysbyty Ifan had a small number of pupils, no nursery entrants in recent years, and that pupil numbers falling below 10 could result in an automatic closure process. · Members acknowledged the importance of rural schools and the difficulties associated with school closures in rural communities, while also considering the need for a managed and sustainable approach. · The availability of Welsh-medium provision at surrounding schools was highlighted, and officers confirmed that there was no identified pattern or trend in relation to elective home education. · Some Members had visited the school and recognised its importance to the local community and the commitment of those representing it. · The consultation responses were discussed, including the number of responses received and whether all respondents were directly linked to the school. · Members noted that, if the closure process were to proceed, the next stage would be the publication of a statutory notice, followed by a further report to the Education and Skills Overview and Scrutiny Committee and Cabinet. · It was noted that at the Education and Skills Overview and Scrutiny Committee only a minority of those present voted to recommend keeping the school open, with a number of abstentions. RESOLVED- To approve proceeding to the next stage of the statutory process by issuing a Statutory Notice, in respect of the proposed closure of Ysgol Betws y Coed.
The Cabinet Member for Education presented a report on the Proposed Closure of Ysgol Betws-y-Coed. The Education and Skills Overview and Scrutiny Committee considered the report on 2 June 2026 and requested that the proposed closure process for Ysgol Betws-y-Coed should not proceed. Discussion ensued as follows:- · Members noted that Ysgol Betws-y-Coed differed from Ysgol Ysbyty Ifan due to the significant surplus capacity at the school, with around 13 pupils expected in September 2026, representing approximately 10% of capacity. · It was highlighted that, although a number of families lived in the area, many had chosen to send their children to other schools nearby. · The financial position was discussed, including the high cost per pupil, with Ysgol Betws-y-Coed identified as the most expensive school in Conwy and among the most expensive in Wales. · Members considered that the current cost could not be justified when compared with the cost of educating pupils in larger schools. · It was noted that closure would not adversely affect Welsh-medium education provision. · The importance of taking a managed approach was emphasised, to support sustainability for pupils, staff and neighbouring schools. · Members discussed the future use of the school site, including the potential for it to support Additional Learning Needs provision. It was noted that discussions would need to take place with schools, with support provided by the Education team. · Concerns were raised about wider rural education provision, including car parking pressures at Ysgol Bro Gwydir and access issues at Ysgol Capel Garmon. · Members considered that there was a need to revisit the long-term future and vision for education in rural areas.
