RESOLVED: That the Director of Social Care’s Annual Report for 2025-2026 be noted. RECOMMENDED TO CABINET: That the Director of Social Care’s Annual Report for 2025-2026 be approved and that the Local Authority’s improvements in the provision of services to people within the area be supported.
The Cabinet Member for Integrated Adult Services and Human Resources together with the Cabinet Member for Children and Safeguarding introduced the Director of Social Care's Annual Report 2025-2026. The report provided information on areas of new development, together with evaluated performance during the year. The Strategic Director - Social Care and Education, provided the detail, alongside an informative presentation. In scrutinising the report, discussion arose regarding the following: • Thanks were extended to all Social Care staff for their continues hard work and commitment. • Officers confirmed that although the West Family Centre was based in Llandudno Junction, services would also be delivered through venues such as libraries and community halls, ensuring provision was not solely based in Llandudno Junction. • Progress on the Age Friendly Communities accreditation was noted, with work ongoing to embed age-friendly principles across the county and secure future funding opportunities. The importance of a corporate, county-wide commitment to supporting residents of all ages was highlighted. • Members welcomed the positive satisfaction levels reported and discussed support available for care-experienced young people. It was noted that support continued up to the age of 25, with early transition planning and collaborative work with housing partners helping to address issues such as homelessness. • Discussion took place regarding child exploitation, substance misuse, neglect, and safeguarding. Members were advised that early identification, partnership working, and relationship-based practice remained key priorities. • Performance data was considered, with some lower percentages explained by a reduction in referrals rather than a reduction in service quality. • An update was provided on hospital discharge support arrangements, with further information to be presented to the Budget Working Group in the autumn.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
