Review of Cabinet decision to close public toilets
The Committee agreed, by majority vote, to refer the Cabinet decision back to Cabinet, after agreeing with all the points in the call-in notice. It asked Cabinet to reconsider closing the Council-run public toilets and to keep them open, paid for by a 0.27% increase in the Council Tax base (the figure used to set Council Tax income) for 2026/27, at no more than £4.83 a year per Band D household. It also asked Cabinet and officers to keep communication open with city, town and community councils and other stakeholders.

Public toilet closures: scrutiny call-in and Cabinet's response
Cabinet agreed, by majority vote, to add three commitments to its decision of 29 April 2025. Officers will keep talking with City, Town and Community Councils and other partners about keeping the toilets open, and report back to Scrutiny and Cabinet. The Council Tax option will be considered as part of the 2026/27 budget process. The toilets in question will stay open until those talks and that budget work are concluded to Cabinet's satisfaction.
Items are linked when their titles share most of their words and they fall within 18 months of each other. Councils don't number reports across meetings, so a few links may be wrong, and a step may be missing if its title changed a lot. Each step links to the meeting, where the council's own papers are.
