RESOLVED: (a) That having considered the Medium Term Financial Strategy and Budget 2024/25 report, the concerns raised by the Committee to be reported to Cabinet on 16 January 2024; and (b) That an urgent invitation be extended to the local Constituency and Regional Members of Welsh Government and the two local Members of Parliament to attend a meeting with all elected Council Members to discuss the concerns on the Provisional Settlement. RESOLVED: (a) That the comments on the Medium Term Financial Strategy and Budget 2025/26 be reported back to Cabinet when it considers the report; (b) That the Council seeks to prioritise protection of the delivery of critical front-line services; and (c) That an invitation be extended to the Chief Fire Officer for a representative to attend a future meeting of this Committee.

Medium Term Financial Strategy and Budget 2025/26 - Welsh Local Government Provisional Settlement
RESOLVED: (a) That having considered the Medium Term Financial Strategy and Budget 2025/26 report, the comments made by the Committee be referred to Cabinet when it considers the report; and (b) That the Chair, Chief Executive and Leader of the Council write a joint letter to Welsh Government to strongly suggest that notification of multi-year indicative settlements would be welcomed by the Council and also by other councils to help plan ahead more effectively for future years.

RESOLVED: That the financial implications of the Welsh Local Government Provisional Settlement and the remaining work which needs to be completed prior to agreeing a set of recommendations for Council to set a legal and balanced budget on 18th February (which will be subject to prior consideration and comment by Overview and Scrutiny Committees be noted.
