Capital Strategy including Prudential Indicators 2025/26 – 2027/28
The committee agreed to recommend the Capital Strategy to Cabinet. It also agreed to recommend the Prudential Indicators for 2025/26 to 2027/28, and delegated authority to the Corporate Finance Manager to move between separately agreed external debt limits, within the overall authorised limit.

Council Fund capital programme 2025/26 to 2027/28
It approved the Investment schemes in Table 4 and the borrowing-funded schemes in Table 6. It noted a funding shortfall in 2027/28 shown in Table 5, although earlier years show a surplus. The report was for recommendation to full Council.
Flintshire County Council. Full Council sets the budget and council tax and approves major plans.
Capital Strategy including Prudential Indicators 2025/26 – 2027/28
The Council approved the Capital Strategy. It approved the Prudential Indicators, which set limits on borrowing. It also gave the Corporate Finance Manager delegated power, meaning power to act without a further Council vote, to move money between the agreed debt limits.
