The Committee noted progress in the development phase, including RIBA Stage 3 (detailed design) and the revised cost plan. It noted that RIBA Stage 4 (technical design) started on 15 May 2026 to keep the project on schedule for Heritage Fund timescales. It noted that the Heritage Fund carried out a Development Phase Review on 21 May 2026, a pass or fail funding check. It noted that, if the project passes, a Delivery Phase funding application must be submitted by 6 August 2026, with a decision expected in December 2026.
