Waste and Recycling Strategy and use of EPR funding
The Cabinet adopted the Waste and Recycling Strategy 2025-2030 as the Council's plan for waste and recycling over five years. It agreed in principle that Extended Producer Responsibility (EPR) funding, paid by packaging producers, should be the main source of money for the strategy. It agreed that EPR funding should be used to build a financial reserve for fines and carbon costs, to pay for the 70% recycling target and upgrades, and to set up a Co-funding Fund for future sites in Caernarfon and Harlech. It noted that further decisions will be needed, and that the use of EPR funding could be revisited to set a balanced budget for 2027/28.
Items are linked when their titles share most of their words and they fall within 18 months of each other. Councils don't number reports across meetings, so a few links may be wrong, and a step may be missing if its title changed a lot. Each step links to the meeting, where the council's own papers are.
