Decided: The committee recommended that the council note the year-end performance and review how it groups procurement, commissioning and finance, and how it rates performance. It also recommended a cross-party scrutiny working group to help set the budget, a review of how the council resources its short-term 'task and finish' groups, which look at one issue, and that the Head of Democratic Services use members' comments in the review of scrutiny and the response to Audit Wales.
