The Planning Delegation Panel considered whether planning application 25/0588/PA, for two traveller family pitches at Greenwells, Cosheston Bridge, should be taken out of the scheme of delegation. Under that scheme, council officers decide most planning applications without a committee vote. The Panel voted 3 to 2 to refer the application to the Planning Committee because Criterion 2 (a complex and sensitive case that would benefit from public examination) was met, although officers had recommended against referral.
It removed both from the scheme of delegation, the arrangement under which officers decide most applications, so the Planning Committee will decide them. Officers had recommended that neither be removed.
In both cases the Panel voted against referral, so officers will decide the applications.
The Panel considered whether a planning application to keep a farm park at Home Farm, Camrose, should go to the Planning Committee of elected councillors instead of being decided by officers. Officers recommended that it should not, but the Panel voted seven to none to refer it, on the ground that the decision is complex and sensitive. The Panel also elected its Chair and Vice-Chair for the year.
