Approaches to early reading: scrutiny referral on phonics
Cabinet noted the referral from the Schools and Learning Overview and Scrutiny Committee. It recommended that all schools in the county implement a recognised Systematic Synthetic Phonics programme, chosen from a county framework, taking into account the costs of adoption, training and resources. The council cannot require schools to use one programme, because governing bodies make these decisions.
Items are linked when their titles share most of their words and they fall within 18 months of each other. Councils don't number reports across meetings, so a few links may be wrong, and a step may be missing if its title changed a lot. Each step links to the meeting, where the council's own papers are.
