Outline draft council budget and medium-term financial plan 2026-27 to 2028-29
Cabinet noted the current position of the outline draft budget for 2026-27 and the outline medium-term financial plan. It endorsed the 5.3% cap on capital financing costs as a share of the net revenue budget. It agreed that discretionary fees and charges for Cabinet and Council functions rise by 3.8% for 2026-27, unless another option is in the savings proposals or a separate report. It agreed to respond to Welsh Government consultations, delegating this to the Cabinet Member for Corporate Finance, and referred the report to Council on 11 December 2025. Eight councillors voted in favour.

Outline draft budget and medium term financial plan 2026-27
Council noted the revised timetable, the outline draft budget for 2026-27 and the outline draft medium term financial plan to 2028-29. It endorsed keeping the capital financing cost cap at 5.3% of the net revenue budget, and noted the capital programme for 2026-27 to 2029-30. Officers will keep evaluating the budget, and all discretionary fees and charges will rise by 3.8% for 2026-27 unless a separate option is agreed. Council noted the planned reduction in uncommitted reserves. The vote was 46 for, 1 against and 3 abstentions.
