2026-27 budget and Medium Term Financial Plan
Council approved a 4.6% Council Tax rise for Band D homes in 2026-27, which is £1.46 a week or £75.99 a year. It approved indicative rises of 5% for 2027-28 and 7.5% for 2028-29 in the Medium Term Financial Plan. It approved the 2026-27 budget (option 1), the updated reserves strategy, the capital programme and the Medium Term Financial Plan. It did not endorse using new Welsh Government flexibility on minimum revenue provision (the yearly set-aside for debt repayment) to bridge the gap, but approved including it in the policy in case it is needed.
Items are linked when their titles share most of their words and they fall within 18 months of each other. Councils don't number reports across meetings, so a few links may be wrong, and a step may be missing if its title changed a lot. Each step links to the meeting, where the council's own papers are.
