Replacing waste centre booking with number plate recognition
Cabinet approved option 3. It approved a number plate recognition resident registration scheme at all six waste and recycling centres, with a capital budget of up to £1.2 million, and delegated contract decisions to the Deputy Chief Executive and Director of Place. Booking ends at Waterloo, Hermon and St Davids after Phase 1 is installed, and at Winsel, Crane Cross and Manorowen after site surveys and any works. Third-party operators acting for commercial traders are barred, while approved commercial users keep access. Annual running costs were approved.

Items are linked when their titles share most of their words and they fall within 18 months of each other. Councils don't number reports across meetings, so a few links may be wrong, and a step may be missing if its title changed a lot. Each step links to the meeting, where the council's own papers are.
