Every Welsh council has declared or responded to the climate emergency and has plans to cut its own emissions, from buildings, vehicles and the things it buys. Councils also manage flood risk on local rivers and streams.
The Cabinet agrees climate plans; scrutiny committees check progress.

Decided: Members were minded to grant conditional planning permission, subject to satisfactory comments from the Ecologist. The minute says the application will go back to the next meeting for further consideration, because this view was contrary to the officers' recommendation.
Decided: Members were minded to grant conditional planning permission. The Development Control Manager is to decide the application under delegated powers. The Principal Planning Officer reported that the Sustainable Drainage Systems approval body was satisfied that the surface water drainage strategy could be supported for planning purposes, and detailed drainage proposals will be considered in the separate approval process.
Decided: Members were minded to grant planning permission. They welcomed the development and recognised the benefits of supporting sporting facilities and participation. An addendum recommended that, if permission is granted, pre-commencement conditions (conditions that must be met before work starts) require a tree survey, a tree constraints plan and tree protection measures, and that the approved protection measures be kept in place for the whole development.
Decided: The Board approved the renewal of the Public Spaces Protection Order (PSPO) on dog fouling and dog control. A PSPO is a council rule that sets conditions for public places, and this one covers the whole county borough from 1 October 2026 to 30 September 2029. It requires owners to clear up dog mess, keep dogs out of specified play and sports areas, use leads in set places and carry bags.
Decided: Council unanimously carried a motion expressing support and solidarity with the Nepalese community in Torfaen and those affected by flooding in Nepal. It also unanimously carried a motion expressing support for those affected by the recent wildfires in Torfaen, and committing the council to work locally and nationally on recovery.
Decided: The Committee agreed to note its forward work programme, subject to changes. The Aberaeron Coastal Defence update and the car park income report, which includes Aberystwyth Promenade, will be in December. A visit to Food Centre Wales, Horeb will be arranged in due course.
Decided: The Committee noted both reports and the Council's response to the Housing Adaptations report. It asked for clarity and further information where needed. It agreed to consider whether any governance or risk matters need action, and whether any performance matters should be referred to the Council's Scrutiny Committees.
Decided: The Committee did not make the appointments itself. The Council must approve them.

Reasons Overall, the Sub-Committee considered the representations and evidence from the Responsible Authorities, the Applicant, and Other Persons were compelling and relevant. Members considered that the robust conditions had been agreed upon with the Responsible Authorities and that the Licence did not cause them any concern. The Licence was in-line with the Policy and Guidance. Members were satisfied that the Applicant appeared responsible and that the Premises were, indubitably, in safe hands; thus, the Licence should be granted. The Sub-Committee was grateful to the Other Persons for raising their concerns and the manner in which they engaged with the Applicant to come to an amicable outcome. The best and most efficient solution was to accept all the conditions proposed by the Police, the LRS, and the Applicant – as tight controls were required – to protect the residents residing in the vicinity. The Sub-Committee considered the licensing objectives paramount and that the Applicant had met the standards of those objectives. The conditions proposed and attached to the Licence were proportionate.
Decided: The Chair accepted a request from the Cabinet Member for Climate Change, Decarbonisation and Sustainability to defer the item. The Committee unanimously agreed to move the report to its January 2027 meeting.
Decided: The minute records no formal decision on the report. Officers agreed to consider clearer capital monitoring information, more project detail, earlier scrutiny of the Strategic Outline Programme (SOP), and clearer environmental and carbon information. Officers also undertook to correct inaccuracies in the climate change section.
Decided: The committee commended officers and Lead Members on the report. It asked that future reports on controversial issues set out where, when and by whom decisions were made, including minutes of Senior Leadership Team and Lead Member meetings held following prior consultation with this committee.
Decided: Following a vote, Council supported the motion and referred it to Cabinet.
Decided: The Committee recommended that Cabinet update on preventative flood measures before winter, including gully cleansing, drainage maintenance and ditching, and how they are resourced. It recommended that Cabinet review how external grant income is forecast and report on ways to make budget assumptions more accurate. It also recommended a detailed analysis of undelivered savings, with assurance from Heads of Service on delivery plans, timescales and risks.
Decided: Planning permission was granted, subject to the conditions in the report.
RESOLVED that a Premises Licence be granted, subject to the amended hours and conditions as set out below – LICENSABLE ACTIVITY DAYS APPLICABLE TIME FROM TIME TO Provision of Live Music (Indoors only) Monday – Sunday 09:00 23:30 Provision of Recorded Music (Indoors only) Monday – Sunday 09:00 23.30 Provision of Late Night Refreshment (Indoors) Sunday – Friday Saturday 23.00 23.00 23.30 00.30 Supply of Alcohol (for consumption on and off the premises) Sunday – Friday Saturday 09:00 09:00 23:30 00:30 *Hours that the premises will be open to the public Sunday – Friday Saturday 09.00 09.00 00.00 01.00 CONDITIONS As put forward by the Applicant and set out in Appendix C to the report – · all external doors and windows shall remain closed during the provision of live or recorded music, except for the immediate access and egress of patrons and staff · the external outdoor area shall only be used by customers until 23.00, with no customer use permitted after that time · no new customers shall be admitted to the premises after 23.00 ADDITIONAL CONDITION · the Premises Licence Holder shall maintain an open channel of communication with local residents and shall provide a direct means of contact for residents to report any issues arising from the operation of the premises. The contact details shall be made available to Licensing Officers upon request. The Chair conveyed the Sub Committee’s decision to all parties present, and the Legal Adviser reported on the reasons for the decision as follows – Members had carefully considered the application and representations submitted in this case and were satisfied that the licensing objectives were engaged. The Sub Committee had to adopt a realistic view on the proposed use of the premises and members were minded to grant the application as set out in the operating schedule subject to the amendments set out in Appendix C to the report which include the following conditions for the following reasons. Members welcomed the measures proposed by the Applicant during the mediation process. The Sub Committee, having regard to the representations, found that the Licensing Objective of ‘prevention of public nuisance’ was engaged by the application. Although the Sub Committee considered it was engaged, they found the reasons given by the objectors were warranted and the risk of a public nuisance arising out of noise nuisance did exist. However, members were satisfied that this could be mitigated with the additional condition of ‘All external doors and windows shall remain closed during the provision of live or recorded music, except for the immediate access and egress of patrons and staff.’ and by refusing the part of the application that requested live and recorded music Monday – Sunday from 23:30 – 01.00. In terms of the supply of alcohol, members sought to balance the requirements of the business, the concerns of neighbours and more generally the licensing objectives. Accordingly, members determined that it would be reasonable and proportionate to amend the hours to provide for the sale of alcohol between 9.00 – 23.30 Sunday to Friday and at 00.30 on a Saturday and late night refreshment between 23.00 – 23.30 Sunday to Friday and 00.30 on a Saturday, with the premises closing half an hour later. The Sub Committee considered it appropriate to accept the condition preventing the use of the external outdoor area beyond 23.00 as this would assist in promoting the licensing objectives as this would give the greatest risk of noise nuisance given the proximity to neighbouring residences. The Sub Committee also agreed that the condition to restrict the entry of any new customers beyond 23.00 was appropriate. The Sub Committee considered it was not appropriate to go any further than this. Members were satisfied that the representations regarding parking provision were matters that could be regulated through separate statutory regimes. Due to the concerns raised in representations and the link to the Public Safety and Prevention of Public Nuisance, members requested that the Applicant maintained an open channel of communication with residents and provided a means to which residents could communicate directly with the Applicant to report any issues, to be confirmed with Licensing Officers. In the circumstances the Sub Committee was satisfied that the licensing objectives, in particular the ‘prevention of public nuisance’ would be upheld in granting the application subject to the additional conditions described above. All parties had a right to appeal against the Licensing Sub Committee’s decision to the Magistrates’ court within twenty-one days. Members expressed concern regarding the current licensable activity ongoing on site and wished for the Applicant to note this. The meeting concluded at 3.50 pm.
Decided: The Committee refused planning permission for two reasons: the cumulative health impact of another hot food outlet, and insufficient evidence on parking and highway safety.
Decided: The Committee deferred consideration of the application. It asked the applicant to consider a connection to the mains sewer, or to show why a connection is not feasible.
