Frozen food storage and distribution building, Cross Hands
Decided: The Committee resolved to grant planning permission, subject to the conditions in the report or addendum.
Councils have been deciding individual planning applications and progressing local development plan work, including annual monitoring reports due with Welsh Government by 31 October 2026.[1][3]
Written in November 2026 from council records since 20 September 2026, open consultations and official sources. Written automatically, then checked: every point names its sources and every figure appears in them. Follow the links to check anything before relying on it.
Councils decide planning applications for new buildings, extensions and changes of use, and write the local development plan that says where new homes and jobs can go. National parks decide applications inside their boundaries.
Planning officers decide most applications. Larger or disputed ones go to the planning committee of councillors, which meets in public.
Anyone can comment on an application while it's open, usually for 21 days. Stick to planning matters such as traffic, design, noise and overlooking.

Decided: The Committee resolved to grant planning permission, subject to the conditions in the report or addendum.
Decided: The committee delegated the right to approve the application with conditions, subject to a positive response from the Highways Unit on the farm entrance from the A487. The conditions cover a five-year time limit, approved plans, footpaths, public protection, biodiversity, trunk roads, Heneb and the Welsh language.
Decided: The committee delegated powers to the Head of Environment Department to approve the application with conditions. Working must stop by 31 December 2030, with restoration finished by 31 December 2031, and output is capped at 100,000 tonnes a year at an average of 14 lorry loads a day. Only material from the extraction at Llecheiddior, including material taken to Bryncir Quarry, may be used for restoration, and no waste from outside sources may be brought in.
Decided: The committee approved the application with conditions, including a five-year time limit, approval of final materials and colours, and a Welsh name for the school. Other conditions cover transport, archaeology, landscaping, biodiversity, external lighting, public protection, Welsh Water, Natural Resources Wales, construction working hours and Welsh-language signs.
Decided: The Committee welcomed the decision to increase planning enforcement resource. It recommended to the Lead Member for Planning and Public Protection that a planning information digest be developed for all Members, covering major and controversial applications, planning appeals and enforcement action. It also recommended that the Planning Improvement Action Plan link to relevant actions in other Council strategic plans. The Planning Code of Conduct is to be circulated to Committee Members.
Decided: The Committee granted permission subject to an additional condition. The condition requires a scheme, approved in writing by the council, to inspect, repair or replace the existing timber acoustic fence on the eastern boundary of the site. The work must be done before the facility first opens, and the fence must then be kept in place for the life of the development.
Decided: The committee deferred the application. Members felt residents needed more time to review the latest amendments. Deferred means the decision is postponed to a later meeting.
Decided: Members resolved to be minded to refuse planning permission. The Development and Building Control Manager was authorised to issue the decision under delegated powers.
Decided: Members deferred the application to a future meeting so that a site visit could take place. The vote was 14 for and 3 against.
Decided: The Committee granted planning permission, with its conditions, in line with the officer recommendation. The vote was 17 for and none against.
Decided: The Committee granted planning permission for the change of use, with its conditions, in line with the officer recommendation. The vote was 10 for and 7 against.
Decided: The Committee refused the application against officer recommendation. The vote was 15 for, 1 against and 1 abstention. The reasons were that the revised dwelling's extra scale, height and roof mass would be overbearing, reduce outlook and natural light for neighbours, and breach Policy RD1 of the Local Development Plan and the Council's adopted Residential Development and Amenity supplementary planning guidance (SPG).
Decided: The Committee granted permission in line with the officer recommendation. The vote was 17 for and none against.
Decided: The Committee granted permission in line with the officer recommendation. The vote was 17 for and none against.
Decided: The Committee granted the variation in line with the officer recommendation. The vote was 16 for and 1 against.
RESOLVED to note the schedule of planning applications dealt with the Report of the Corporate Lead Officer – Economy and Regeneration.
Decided: Members granted planning permission for the expansion of the Kronospan site, subject to changes to the conditions, which are the rules attached to the permission. Condition 01, which sets the time limit for starting work, was amended to three years. A new Condition 29 requires a scheme of noise mitigation to be approved and in place before each phase is brought into use.
Decided: Members granted outline planning permission in line with the officer recommendation. Outline permission agrees in principle to a home being built, while details such as design, layout and landscaping are reserved for later approval.
Decided: Members gave officers delegated authority to grant planning permission, meaning officers make the final decision. This is subject to an amended elevation plan, a new condition on screening and painting the containers, and consultation with the Community Council, local Members and nearby homes. A proposed site visit and a proposed noise impact assessment were both voted down.
Decided: Permission was refused for two reasons. The first is that there is not enough parking on the site, so more cars would park on nearby streets and harm highway safety. The second is that the extra hard surface would raise the risk of surface water flooding, an existing risk near the site shown on the Flood Map for Planning.
