An addendum to the report was presented, highlighting observations from both Conwy’s Highways Service and the Ecologist. The Ecologist advised that there had been no Preliminary Ecological Assessment (PEA) submitted and as a consequence, recommended deferral of the application in order to ascertain compensation and biodiversity enhancement measures necessary to safeguard any existing priority habitats and protected species and ensure a net biodiversity benefit from the baseline (pro-extension) including specifications and locations of all measures. Members were supportive of deferring consideration of the application, for the reasons stated above. RESOLVED: That consideration of the application be deferred to a future meeting of the Planning Committee, pending the submission of a Preliminary Ecological Appraisal.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
