Cabinet chose the neighbourhood that will receive up to £20 million over ten years from the UK Government's Pride in Place Programme. It approved Tudno 1, Tudno 2 and Mostyn 2 in Llandudno, which the Welsh Index of Multiple Deprivation (WIMD) shows as the most deprived areas, rather than the Colwyn Bay areas that scrutiny had asked for. Cabinet also agreed that the decision should be exempt from call-in, a process that lets councillors ask for a decision to be reviewed, so the submission could meet the 9 January 2026 deadline.

(b) That it be noted that the Welsh Index of Multiple Deprivation has been used as the primary data source to identify the recommended contiguous area in line with the UK Government guidance. (c) That it be recognised that this funding will be allocated by an independent Neighbourhood Board which will be independently chaired and formed in line with UK Government guidance. The Cabinet Member for Sustainable Economy and Communications presented a report on the UK Government – Pride in Place (PiP) Programme. The Finance and Resources Overview and Scrutiny Committee considered the report on 5 January 2025 and requested that the contiguous area for the Pride in Place Programme be amended to Glyn 1, Glyn 2 and Rhiw 3 in Colwyn Bay. Following the recommendation above, the Chief Executive was contacted by UK Government’s Wales Office, where they clarified that there may be some flexibility in terms of two areas within the constituency of Clwyd North being considered for PiP provided that the evidence base for doing so was clear. This was a clarification as Welsh Office had previously indicated to officers that a proposal to award funding to North Clwyd would be acceptable with the core methodology for the programme. Based on the core methodology the areas of Tudno 1, Tudno 2 and Mostyn 2 in Llandudno had the highest level of deprivation. Further to the above, the Leader stated that clear evidence was required if the area for funding was not within the Bangor Aberconwy constituency. It was noted that the recommendation to exempt the decision from call-in had been supported by the Chair of the Council. Discussion ensued as follows:- · The impassioned appeals made by Local Members for their wards at the Finance and Resources Overview and Scrutiny Committee and reiterated in Cabinet in relation to the deprivation within Colwyn Bay and Abergele/Pensarn, with the East of the County lacking investment were acknowledged. · The PiP Programme funding of £20million was welcomed, but there were lessons to be learnt in terms of the differing messages from the UK Government’s Wales Office in terms of the funding criteria, with many areas for PiP being chosen by the UK Government based on the deprivation data. · The Chief Executive advised that the Welsh Index of Multiple Deprivation (WIMD) had been released at the end of November 2025, with flexibility provided to allocate the PiP area based on the core methodology, which the WIMD data was the primary evidence base. The advice provided above in terms of ensuring clear evidence was provided was clarified by Welsh Office following the meeting of the Finance and Resources Overview and Scrutiny Committee on 5 January 2026. · Whilst historical WIMD data had pinpointed areas in Colwyn Bay as the most deprived for many years, including the data for 2019, the WIMD data for 2025 evidenced that the areas in Llandudno were the most deprived. · In terms of areas of Colwyn Bay and Abergele/Pensarn submitting additional data, the Leader advised that the contiguous area for PiP had to be submitted by the deadline of 9 January 2026, as that deadline had already been extended by the UK Government from 12 December 2025, with tight timescales to produce the reports and review the data. · It was hoped that other schemes would come forward for funding, which included the £1.5 million funding for the whole of the County Borough. · An independent Neighbourhood Board would be established. · Based on the latest evidence provided the areas of Tudno 1, Tudno 2 and Mostyn 2 were proposed as the contiguous areas.
