The Committee reviewed Cabinet's response to earlier scrutiny recommendations, the Quarter 1 revenue and capital reports for 2026/27 with a focus on education, and its forward work programme. It agreed four recommendations to Cabinet on revenue monitoring, including a dedicated report on the Crickhowell High School sports and library deficit, and three on capital monitoring. Members also agreed to change the recommendations tracker so that one recommendation is recorded as partially met.
The Learning and Skills Scrutiny Committee considered responses to its earlier recommendations on Education Other Than at School, the Quarter 3 education performance report, and the financial position of Powys schools. On performance, the Committee made six recommendations, including a report on attendance among vulnerable learners and better data on early years access. On school budgets, it recorded its views as observations and agreed no formal recommendations to Cabinet.
The Committee elected Councillor Lucy Roberts as Vice Chair. It then questioned officers on the Education other than at School (EOTAS) report and set out recommendations to Cabinet. It also heard headteachers' feedback on a programme on inclusion and behaviour in schools.
The Committee scrutinised the Transformation Update on post-16 education and a progress report on school site safeguarding. It endorsed its observations and made recommendations to Cabinet on both reports, including mandatory safeguarding training for school leaders.
The Learning and Skills Scrutiny Committee examined two reports: school performance and standards in Powys, and attendance and exclusions. For each, it agreed recommendations to send to Cabinet, including better primary assessment data, a Welsh-medium analysis, and a review of exclusions for pupils with additional learning needs. Members said they remained unconvinced that the approaches described by officers were genuinely new.

At its meeting on 15 January 2026, the Learning and Skills Scrutiny Committee considered the Schools Funding Formula Review, the Integrated Business Plan targets for Additional Learning Needs (ALN), and its recommendations to Cabinet on both. The Committee endorsed the principles of the review and the move from 1:25 to 1:20 for secondary option classes, but asked for detailed school-level modelling and a phased timetable for primary changes. It also asked for more evidence and deep-dive scrutiny sessions on ALN provision.
