In the absence of the Cabinet Member for Finance and Strategic Planning, the Cabinet Member for Environment, Roads and Infrastructure sought approval for a number of recommendations relating to the Revenue Budget 2025/2026 – Quarter Two Monitoring Report. The Finance and Resources Overview and Scrutiny Committee considered the report on 17 November 2025 and supported the recommendations, with a further request that future revenue reports should provide greater clarity and consistency on school revenue spend, financial pressures and reserves so that information is presented on a level playing field with other services. Discussion ensued as follows: · The Strategic Director (Finance and Efficiencies) advised that commentary on school finances would be provided in future revenue reports, however, Members should be mindful that foundation schools managed their own accounts. · In terms of reserves, each school set a balanced budget, which could include the use of reserves and schools may also receive in year funding through grants, which would offset against overspend. Furthermore, if schools did not have access to reserves and were unable to produce a balanced budget, a loans process was available. · An Education Services officer had been appointed to review the home to school transport routes to ensure that they were still in line with policy and had been re-assessed at the appropriate time, with the costliest routes being targeted first. This would include Additional Learning Need pupils in terms of re-assessing historic provision. Members were assured that there was an appeals process if provision was changed or withdrawn. · The Strategic Director (Finance and Resources) confirmed that all employees were paid above the National Living Wage. · In relation to lobbying the Welsh Government (WG), following the announcement of the WG provisional financial settlement, the Leader had recently met the Cabinet Secretary for Finance and Welsh Language (Mark Drakeford MS), together with the Cabinet Secretary for Housing and Local Government (Jayne Bryant MS) to outline the financial challenges facing the Council, which could not be met with the figure provided in the provisional settlement. Pressure was also being applied to the WG by the Welsh Local Government Association. · Further to the above, the Chief Executive advised that he was working with the North Wales Chief Executives in terms of outlining the demand led pressures and the need for an appropriate financial settlement. It was hoped that the final financial settlement from the WG, announced in January 2026, would be improved. · It was noted that the WG had not allocated 1.4% of the budget and North Wales Leaders were working together to request that the funding is released. RESOLVED- (a) That future revenue reports should provide greater clarity and consistency on school revenue spend, financial pressures and reserves so that information is presented on a level playing field with other services. (b) That the latest financial assessment of the estimated budgetary position for 2025/2026 be noted. (c) That the virements set out in Appendix 1 be approved.
